Research Specialists & Research Assistants (Mulitple Positions) RESEARCH SPECIALISTS: The Ruth H. Young Center for Families and Children is currently recruiting full-time Research Specialists for the following projects: MD CARES, Research in Support Child Welfare Policy and Programs in Maryland, Evaluation of Alabama’s Comprehensive Assessment Process, the Atlantic Coast Child Welfare Implementation Center, and the Child Welfare Academy. MD CARES (the Maryland Crisis and At Risk for Escalation diversion Services for children) is a SAMHSA funded Systems of Care initiative designed to cement a cross-agency partnership between the mental health and child welfare. MD CARES blends family-driven, evidence-based practices within mental health and child welfare to better serve this high risk population. Research in Support Child Welfare Policy and Programs works closely with the Maryland Social Services Administration to evaluate the efficiency and effectiveness of Maryland’s child welfare services. The RYC research team provides assistance assessing the quality of practice in 24 local Departments of Social Services and aggregating statewide data, evaluating the effectiveness of Family Centered Practice, evaluating foster parents’ experiences, and tracking Maryland’s performance on several indicators of child safety, permanency, and well-being. The Evaluation of Alabama’s Comprehensive Assessment Process (CAP) is a Children’s Bureau funded demonstration grant to implement a theoretically-based safety intervention model in Alabama. The evaluation uses a quasi-experimental design to evaluate the effects of CAP in three pilot counties relative to three matched comparison counties. Process, practice, and outcome data are collected through case record reviews, internet-based surveys of child welfare staff, interviews with families receiving services, and analysis of administrative data. This position will require the ability to travel. The Atlantic Coast Child Welfare Implementation Center is a technical assistance center funded by the Children’s Bureau as part of the National Training and Technical Assistance Network. ACCWIC will be working with several state or tribal child welfare agencies in Region III or IV to implement systems change projects. The Research Specialist will assist the Director of Evaluation in designing, managing, and reporting on individualized evaluations for all projects. This position will require the ability to travel. The Child Welfare Academy develops, educates, trains, and supports Maryland’s child welfare staff, supervisors; administrators; foster parents; and kinship caregivers so they may provide family centered; culturally competent services to protect children from maltreatment, achieve permanency, and promote child well-being. The Research Specialist will provide assistance in training evaluation, revising a comprehensive testing and assessment process for trainees, analyzing and reporting on administrative data. Essential Functions: This position functions as a specialist in a clinical setting and is responsible for providing the highest technical expertise to research programs, studies and/or projects and overseeing clinical research activities. Performs and directs studies and/or project(s). Develops, recommends, modifies and implements policies and procedures and/or methods for clinical research. Develops protocol manuals and data collection instruments. Performs clinical research activities including data collection, data entry, data verification, and data analysis. Conducts library research and contributes to the preparation and writing of research findings for publication of journal articles and grant proposals. Maryland KEEP (KEEPing foster and kinship parents trained and supported) is an intervention to strengthen the network of foster care families, decrease placement disruptions, and increase permanency for youth served in Maryland’s foster care system. KEEP is a foster parent training and support intervention for youth ages 5 to 12, designed by Dr. Patricia Chamberlain and the Oregon Social Learning Center (OSLC), modeled after the evidence-based practice of Multidimensional Treatment Foster Care. KEEP is a 16-week training for foster or kinship parents and will be piloted in two Maryland counties. The Education for Public Child Welfare Program (Title IV-E) is a partnership between the University of Maryland School of Social Work and the Maryland Department of Human Resources to prepare BSW/MSW candidates for public child welfare social work practice. Contingent upon funding, financial education stipends are available to graduate students at the School of Social Work and undergraduate students at UMBC. Participants agree to accept employment in Maryland’s public child welfare programs located in local Departments of Social Services upon graduation. Essential Functions: Performs data collection by conducting research interviews. Recruits and screens subjects for research studies. Collects baseline and follow-up data from subjects, checks validity and accuracy of data ensuring compliance with quality control requirements. Coordinates the research study team including facility recruitment; subject sampling and staff scheduling. Training Specialist The Child Welfare Academy at the University Of Maryland School of Social Work is currently recruiting for a Training Specialist. Under the general supervision of the CWA Training Manager, the position will develop, prepare and deliver classroom based pre-service and in-service training to child welfare employees of the Maryland Department of Human Resources.
Child Welfare Training Specialists will have the following specific responsibilities: 1. Serve as the “lead” trainer on an assigned portion or “module” of the approved Maryland Child Welfare Pre-Service Training; conducting periodic reviews of the module in relation to its efficacy in development of trainees’ knowledge and skill in demonstrating established child welfare competencies; and updating materials such as scripted curriculum, participant handouts, PowerPoint presentations, practice tests, and competency tests. 2. Serve as the designated “back-up” for a second module of the Maryland Child Welfare Pre-Service Training, by maintaining up to date knowledge of content and curriculum. 3. Prepare and conduct a portion of the Child Welfare Pre-Service Training regularly, following the approved Child Welfare Academy Pre-Service curriculum and demonstrating expertise in the delivery of content on their lead assignment. This will normally be the “module” for which they are the lead or the established “back-up” trainer. 4. Participate in participant videotaping and feedback sessions being conducted by the CWA. 5. Provide written evaluation of participants’ experience in Pre-Service. 6. Collaborate with DHR child welfare professionals to develop, deliver specialized in-service training workshops 7. Prepare and conduct assigned child welfare training in-service training workshops. 8. Attend monthly CWA team meetings. 9. Perform professional administrative and child welfare training duties relevant to the operation and evaluation of the Child Welfare Academy as assigned. MINIMUM QUALIFICATIONS: Bachelor’s degree (Master’s preferred) in Training, Human Resources, Public/business administration, communications, or a related field and two years of related experience.
