VA Educational Benefits
Students attending the University of Maryland School of Social Work using Veterans Education Benefits may receive assistance with enrollment certification at the SSW Office of Records & Registration at sswveteransaffairs@ssw.umaryland.edu.
All new and returning students interested in using VA Education Benefits must submit the following documentation and forms to the Office of Records and Registration. A Declaration of Intent must be submitted in order to initiate the certification process for that semester.
- Copy of Certificate of Eligibility (New students only)
- VA Education Benefits Declaration of Intent for Newly Admitted Students
- VA Education Benefits Declaration of Intent for Returning Students (must be submitted each semester)
- Copy of Certificate of Release or Discharge from Active Duty (newly admitted students only)
- Authorization of Certification of Entrance/Reentrance Form 28-1905 (if Chapter 31) with case manager’s approval. Request for Supplies Form 28-1905m*(newly admitted students)
- Copy of Change of Program/Place Training (Form 22-1995, if applicable) *Student should submit form to the Department of Veterans Affairs prior to requesting certification.
Important Information
Eligible students certified on a per semester basis. Benefits do not automatically roll over from one semester to another. Once registered, students must notify the Office of Records and Registration each semester that they would like to continue to use VA Educational Benefits. A Declaration of Intent must be submitted in order to initiate the certification process for that semester.
The school is required to notify the Department of Veteran Affairs of any changes in a certified student’s status, which includes decrease in credit level for a semester, academic withdrawal, academic risk and change of address.
The Veterans Benefits and Transition Act of 2018, Section 103 prohibits UMB from imposing a penalty on a student while pending benefit payment from the VA; however, to be covered under this provision, the student must submit their Certificate of Eligibility (COE) by the first day of classes. Protection from Late Fees and Withdrawal for Non-Payment
In accordance with Section 103 of Veterans Benefits and Transition Act of 2018 (Public Law 115-407), University of Maryland Baltimore will not:
- Charge late fees on the portion of tuition and fees billable to the VA while VA tuition and fees payment is pending;
- Withdraw the student for non-payment of the portion of tuition and fees billable to the VA while VA tuition and fees payment is pending;
- Restrict student access to college facilities for non-payment on the portion of tuition and fees billable to the VA while VA tuition and fees payment is pending;
- Require the student to access student loans or other financial assistance for the purpose of paying the portion of tuition and fees billable to the VA while VA tuition and fees payment is pending;
To qualify, by or on the first day of the enrollment period a student may be required to:
- Produce the VA Certificate of Eligibility (COED) by the first day of class;
- Provide a written request to be certified (SSW VA Declaration of Intent Form);
- Provide additional information needed to properly certify the enrollment as described in other institutional policies.
